Jak je ji\u017e dob\u0159e zn\u00e1mo, podle po\u017eadavk\u016f Bal\u00ed\u010dku mobility budou muset b\u00fdt lehk\u00e1 u\u017eitkov\u00e1 vozidla (2,5\u20133,5 t) od tohoto data vybavena chytr\u00fdmi tachografy druh\u00e9 generace. \u0158idi\u010di z\u00e1rove\u0148 budou muset dodr\u017eovat p\u0159esn\u011b stanoven\u00e9 limity pro dobu \u0159\u00edzen\u00ed a povinn\u00e9 p\u0159est\u00e1vky a odpo\u010dinek.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sektor lehk\u00e9 dopravy tak \u010dek\u00e1 jedna z nejv\u011bt\u0161\u00edch regula\u010dn\u00edch zm\u011bn posledn\u00edho desetilet\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Nejde p\u0159itom jen o finan\u010dn\u00ed n\u00e1klady \u2014 firmy i zam\u011bstnanci se budou muset organiza\u010dn\u011b p\u0159izp\u016fsobit a osvojit si nov\u00e9 postupy.\nPro mnoho spole\u010dnost\u00ed s v\u011bt\u0161\u00edmi flotilami dod\u00e1vek nebude nejv\u011bt\u0161\u00ed zm\u011bnou samotn\u00e1 instalace tachograf\u016f, ale cel\u00fd syst\u00e9m sledov\u00e1n\u00ed pracovn\u00ed doby \u0159idi\u010d\u016f, kontroly povinn\u00fdch odpo\u010dink\u016f, veden\u00ed z\u00e1znam\u016f apod.\nNelze zapomenout ani na pravidla pro \u0159idi\u010de pracuj\u00edc\u00ed v zahrani\u010d\u00ed (nap\u0159. p\u0159edpisy o vyslan\u00fdch pracovn\u00edc\u00edch).\n\u0158idi\u010di se nav\u00edc budou muset nau\u010dit obsluhovat tachograf a pou\u017e\u00edvat kartu \u0159idi\u010de.\"<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Na koho se nov\u00e9 povinnosti vztahuj\u00ed?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">P\u0159edev\u0161\u00edm p\u0159ipome\u0148me, \u017ee tato \u2014 stejn\u011b jako dal\u0161\u00ed ustanoven\u00ed Bal\u00ed\u010dku mobility \u2014 plat\u00ed pro podniky registrovan\u00e9 v \u010dlensk\u00fdch st\u00e1tech EU.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pravidla se vztahuj\u00ed na lehk\u00e1 u\u017eitkov\u00e1 vozidla s celkovou hmotnost\u00ed 2,5 a\u017e 3,5 tuny\n(jednotliv\u00e1 dod\u00e1vka nebo kombinace dod\u00e1vka + p\u0159\u00edv\u011bs \u2014 po\u010d\u00edt\u00e1 se celkov\u00e1 hmotnost soupravy), kter\u00e1 jsou pou\u017e\u00edv\u00e1na pro komer\u010dn\u00ed mezin\u00e1rodn\u00ed dopravu nebo kabot\u00e1\u017e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je d\u016fle\u017eit\u00e9 zd\u016fraznit, \u017ee na\u0159\u00edzen\u00ed se net\u00fdk\u00e1 pouze nov\u00fdch vozidel, ale tak\u00e9 dod\u00e1vek ji\u017e v provozu, kter\u00e9 budou muset b\u00fdt rovn\u011b\u017e vybaveny chytr\u00fdmi tachografy druh\u00e9 generace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Povinnost se nevztahuje na dopravu na vlastn\u00ed \u00fa\u010det, vnitrost\u00e1tn\u00ed dopravu v r\u00e1mci jednotliv\u00fdch st\u00e1t\u016f EU, vozidla komun\u00e1ln\u00edch slu\u017eeb, speci\u00e1ln\u00ed vozidla a podobn\u00e9 p\u0159\u00edpady.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zaveden\u00ed tachograf\u016f do dod\u00e1vek je posledn\u00edm \u010dl\u00e1nkem s\u00e9rie opat\u0159en\u00ed definovan\u00fdch Bal\u00ed\u010dkem mobility. Proces p\u0159echodu na chytr\u00e9 tachografy druh\u00e9 generace v n\u00e1kladn\u00ed doprav\u011b za\u010dal ji\u017e v l\u00e9t\u011b 2023. Nejprve se povinnost vztahovala pouze na nov\u011b vyroben\u00e1 vozidla. Postupn\u011b, v n\u011bkolika f\u00e1z\u00edch, se instalace nebo v\u00fdm\u011bna stala povinnou pro v\u0161echna vozidla nad 3,5 t, kter\u00e1 vykon\u00e1vaj\u00ed mezin\u00e1rodn\u00ed komer\u010dn\u00ed p\u0159epravu zbo\u017e\u00ed \u2014 v\u010detn\u011b star\u0161\u00edch vozidel a t\u011bch s tachografy prvn\u00ed generace.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pracovn\u00ed doba \u0159idi\u010d\u016f dod\u00e1vek: stejn\u00e1 pravidla jako pro \u0159idi\u010de kamion\u016f<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Od 1. \u010dervence 2026 budou muset \u0159idi\u010di dod\u00e1vek dodr\u017eovat stejn\u00e9 z\u00e1kladn\u00ed limity jako \u0159idi\u010di n\u00e1kladn\u00edch vozidel:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>maxim\u00e1ln\u00ed denn\u00ed doba \u0159\u00edzen\u00ed 9 hodin (s mo\u017enost\u00ed prodlou\u017een\u00ed na 10 hodin dvakr\u00e1t t\u00fddn\u011b),<\/li>\n\n\n\n<li>maxim\u00e1ln\u00ed t\u00fddenn\u00ed doba \u0159\u00edzen\u00ed 56 hodin, a maxim\u00e1ln\u011b 90 hodin b\u011bhem dvou po sob\u011b jdouc\u00edch t\u00fddn\u016f,<\/li>\n\n\n\n<li>povinn\u00e1 p\u0159est\u00e1vka nejm\u00e9n\u011b 45 minut po maxim\u00e1ln\u011b 4,5 hodin\u00e1ch j\u00edzdy (s mo\u017enost\u00ed rozd\u011blen\u00ed),<\/li>\n\n\n\n<li>povinn\u00fd denn\u00ed odpo\u010dinek minim\u00e1ln\u011b 11 hodin (s omezen\u00fdmi v\u00fdjimkami),<\/li>\n\n\n\n<li>povinn\u00e1 kompenzace odpo\u010dinku v p\u0159edepsan\u00fdch p\u0159\u00edpadech.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Nedodr\u017een\u00ed t\u011bchto pravidel m\u016f\u017ee v\u00e9st k v\u00fdznamn\u00fdm finan\u010dn\u00edm sankc\u00edm. Poru\u0161en\u00ed p\u0159edpis\u016f o pou\u017e\u00edv\u00e1n\u00ed tachograf\u016f nebo soci\u00e1ln\u00edch pravidel (nap\u0159. zkr\u00e1cen\u00ed p\u0159est\u00e1vek \u010di odpo\u010dinku nebo nespr\u00e1vn\u00e9 veden\u00ed z\u00e1znam\u016f) m\u016f\u017ee v\u00e9st k velmi vysok\u00fdm administrativn\u00edm pokut\u00e1m, kter\u00e9 se mohou s\u010d\u00edtat a dosahovat n\u011bkolika tis\u00edc eur.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Dopravci s dod\u00e1vkami: jste p\u0159ipraveni?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dopravci provozuj\u00edc\u00ed dod\u00e1vky dnes proch\u00e1zej\u00ed podobnou transformac\u00ed, jakou jejich kolegov\u00e9 s flotilami kamion\u016f za\u017eili v posledn\u00edch dvou letech. Ot\u00e1zkou je: jsou p\u0159ipraveni?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Logisti\u010dt\u00ed odborn\u00edci v Polsku \u2014 jedn\u00e9 z nejv\u011bt\u0161\u00edch dopravn\u00edch velmoc\u00ed Evropy \u2014 ji\u017e v polovin\u011b lo\u0148sk\u00e9ho roku upozor\u0148ovali na vysok\u00e9 n\u00e1klady tachograf\u016f a jejich instalace. Ta m\u016f\u017ee st\u00e1t 3 500 a\u017e 4 700 EUR na vozidlo. V kombinaci s dal\u0161\u00edmi n\u00e1klady (software, \u0161kolen\u00ed zam\u011bstnanc\u016f apod.) a omezen\u00edm pracovn\u00ed doby \u0159idi\u010d\u016f to m\u016f\u017ee v\u00e1\u017en\u011b ohrozit ziskovost zejm\u00e9na men\u0161\u00edch firem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pravdou je, \u017ee dopravn\u00ed sektor \u010dasto nereaguje p\u0159\u00edli\u0161 rychle. Firmy \u010dasto \u010dekaj\u00ed na posledn\u00ed chv\u00edli, odkl\u00e1daj\u00ed instalaci za\u0159\u00edzen\u00ed a spol\u00e9haj\u00ed na to, \u017ee \u00fa\u0159ady odlo\u017e\u00ed vym\u00e1h\u00e1n\u00ed pravidel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nap\u0159\u00edklad v dubnu 2024 uvedla \u0161pan\u011blsk\u00e1 asociace Fenadismer, \u017ee pouze 10 % autobus\u016f a n\u00e1kladn\u00edch vozidel, kter\u00e9 m\u011bly p\u0159ej\u00edt na tachograf G2V2, tuto povinnost splnilo \u2014 p\u0159esto\u017ee do pln\u00e9ho vym\u00e1h\u00e1n\u00ed zb\u00fdval p\u0159ibli\u017en\u011b rok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0160pan\u011blsko samoz\u0159ejm\u011b nebylo v\u00fdjimkou.\nProbl\u00e9my a zpo\u017ed\u011bn\u00ed se objevily ve v\u011bt\u0161in\u011b evropsk\u00fdch zem\u00ed. Dopravci p\u0159itom nebyli jedin\u00ed, kdo za to mohl \u2014 dodavatel\u00e9 bojovali s nedostatkem komponent\u016f a st\u00e1ty nem\u011bly dostatek autorizovan\u00fdch servis\u016f.\nProfesn\u00ed sdru\u017een\u00ed proto opakovan\u011b vyz\u00fdvala k odkladu implementace.\nNakonec k tomu skute\u010dn\u011b do\u0161lo. Po p\u0159echodn\u00e9m obdob\u00ed za\u010dalo sankcionov\u00e1n\u00ed vozidel bez tachografu G2V2 a\u017e v b\u0159eznu minul\u00e9ho roku. Pokuty dosahovaly n\u011bkolika tis\u00edc eur a v n\u011bkter\u00fdch p\u0159\u00edpadech firmy dokonce do\u010dasn\u011b p\u0159i\u0161ly o sv\u00e9 kamiony. Nap\u0159\u00edklad \u010desk\u00e1 spole\u010dnost m\u011bla probl\u00e9m u Dr\u00e1\u017e\u010fan hned v prvn\u00edch dnech kontroly \u2014 krom\u011b pokuty 1 500 \u20ac (za nevym\u011bn\u011bn\u00fd tachograf prvn\u00ed generace) musel kamion z\u016fstat odstaven\u00fd a \u010dekat na instalaci. A \u010dekac\u00ed listina byla dlouh\u00e1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pokud jde o dopravce s dod\u00e1vkami, situace se alespo\u0148 ve\u0159ejn\u011b zd\u00e1 o n\u011bco klidn\u011bj\u0161\u00ed. Od za\u010d\u00e1tku roku 2026 zat\u00edm nevid\u00edme p\u0159\u00edli\u0161 hlasit\u00e9 protesty proti povinnosti, kter\u00e1 je \u010dek\u00e1 u\u017e za n\u011bkolik m\u011bs\u00edc\u016f.
