Ako je u\u017e dobre zn\u00e1me, pod\u013ea po\u017eiadaviek Bal\u00ed\u010dka mobility bud\u00fa musie\u0165 by\u0165 \u013eahk\u00e9 \u00fa\u017eitkov\u00e9 vozidl\u00e1 (2,5 \u2013 3,5 t) od tohto d\u00e1tumu vybaven\u00e9 \u0161ikovn\u00fdmi tachografmi druhej gener\u00e1cie. Vodi\u010di z\u00e1rove\u0148 bud\u00fa musie\u0165 dodr\u017eiava\u0165 presne stanoven\u00e9 limity pre dobu riadenia a povinn\u00e9 prest\u00e1vky a odpo\u010dinok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sektor \u013eahkej dopravy tak \u010dak\u00e1 jedna z najv\u00e4\u010d\u0161\u00edch regula\u010dn\u00fdch zmien posledn\u00e9ho desa\u0165ro\u010dia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Nejde pritom len o finan\u010dn\u00e9 n\u00e1klady \u2014 firmy aj zamestnanci sa bud\u00fa musie\u0165 organiza\u010dne prisp\u00f4sobi\u0165 a osvoji\u0165 si nov\u00e9 postupy.\nPre mnoho spolo\u010dnost\u00ed s v\u00e4\u010d\u0161\u00edmi flotilami dod\u00e1vok nebude najv\u00e4\u010d\u0161ou zmenou samotn\u00e1 in\u0161tal\u00e1cia tachografov, ale cel\u00fd syst\u00e9m sledovania pracovn\u00e9ho \u010dasu vodi\u010dov, kontroly povinn\u00fdch odpo\u010dinkov, vedenia z\u00e1znamov a pod. Nie je mo\u017en\u00e9 zabudn\u00fa\u0165 ani na pravidl\u00e1 pre vodi\u010dov pracuj\u00facich v zahrani\u010d\u00ed (napr. predpisy o vyslan\u00fdch pracovn\u00edkoch). Vodi\u010di sa navy\u0161e bud\u00fa musie\u0165 nau\u010di\u0165 obsluhova\u0165 tachograf a pou\u017e\u00edva\u0165 kartu vodi\u010da.\"<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Na koho sa nov\u00e9 povinnosti vz\u0165ahuj\u00fa?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Predov\u0161etk\u00fdm pripome\u0148me, \u017ee tieto \u2013 rovnako ako \u010fal\u0161ie ustanovenia Bal\u00ed\u010dka mobility \u2013 platia pre podniky registrovan\u00e9 v \u010dlensk\u00fdch \u0161t\u00e1toch E\u00da.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pravidl\u00e1 sa vz\u0165ahuj\u00fa na \u013eahk\u00e9 \u00fa\u017eitkov\u00e9 vozidl\u00e1 s celkovou hmotnos\u0165ou 2,5 a\u017e 3,5 tony\n(jednotliv\u00e1 dod\u00e1vka alebo kombin\u00e1cia dod\u00e1vka + pr\u00edves - po\u010d\u00edta sa celkov\u00e1 hmotnos\u0165 s\u00fapravy), ktor\u00e9 s\u00fa pou\u017e\u00edvan\u00e9 pre komer\u010dn\u00fa medzin\u00e1rodn\u00fa dopravu alebo kabot\u00e1\u017e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je d\u00f4le\u017eit\u00e9 zd\u00f4razni\u0165, \u017ee nariadenie sa net\u00fdka iba nov\u00fdch vozidiel, ale aj dod\u00e1vok u\u017e v prev\u00e1dzke, ktor\u00e9 bud\u00fa musie\u0165 by\u0165 tie\u017e vybaven\u00e9 \u0161ikovn\u00fdmi tachografmi druhej gener\u00e1cie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Povinnos\u0165 sa nevz\u0165ahuje na dopravu na vlastn\u00fd \u00fa\u010det, vn\u00fatro\u0161t\u00e1tnu dopravu v r\u00e1mci jednotliv\u00fdch \u0161t\u00e1tov E\u00da, vozidl\u00e1 komun\u00e1lnych slu\u017eieb, \u0161peci\u00e1lne vozidl\u00e1 a podobn\u00e9 pr\u00edpady.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zavedenie tachografov do dod\u00e1vok je posledn\u00fdm \u010dl\u00e1nkom s\u00e9rie opatren\u00ed definovan\u00fdch Bal\u00ed\u010dkom mobility. Proces prechodu na inteligentn\u00e9 tachografy druhej gener\u00e1cie v n\u00e1kladnej doprave sa za\u010dal u\u017e v lete 2023. Najprv sa povinnos\u0165 vz\u0165ahovala iba na novo vyroben\u00e9 vozidl\u00e1. Postupne, v nieko\u013ek\u00fdch f\u00e1zach, sa in\u0161tal\u00e1cia alebo v\u00fdmena stala povinnou pre v\u0161etky vozidl\u00e1 nad 3,5 t, ktor\u00e9 vykon\u00e1vaj\u00fa medzin\u00e1rodn\u00fa komer\u010dn\u00fa prepravu tovaru \u2013 vr\u00e1tane star\u0161\u00edch vozidiel a t\u00fdch s tachografmi prvej gener\u00e1cie.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pracovn\u00fd \u010das vodi\u010dov dod\u00e1vok: rovnak\u00e9 pravidl\u00e1 ako pre vodi\u010dov kami\u00f3nov<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Od 1. j\u00fala 2026 bud\u00fa musie\u0165 vodi\u010di dod\u00e1vok dodr\u017eiava\u0165 rovnak\u00e9 z\u00e1kladn\u00e9 limity ako vodi\u010di n\u00e1kladn\u00fdch vozidiel:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>maxim\u00e1lna denn\u00e1 doba riadenia 9 hod\u00edn (s mo\u017enos\u0165ou pred\u013a\u017eenia na 10 hod\u00edn dvakr\u00e1t t\u00fd\u017edenne),<\/li>\n\n\n\n<li>maxim\u00e1lna t\u00fd\u017edenn\u00e1 doba riadenia 56 hod\u00edn, a maxim\u00e1lne 90 hod\u00edn po\u010das dvoch po sebe id\u00facich t\u00fd\u017ed\u0148ov,<\/li>\n\n\n\n<li>povinn\u00e1 prest\u00e1vka najmenej 45 min\u00fat po maxim\u00e1lne 4,5 hodin\u00e1ch jazdy (s mo\u017enos\u0165ou rozdelenia),<\/li>\n\n\n\n<li>povinn\u00fd denn\u00fd odpo\u010dinok minim\u00e1lne 11 hod\u00edn (s obmedzen\u00fdmi v\u00fdnimkami),<\/li>\n\n\n\n<li>povinn\u00e1 kompenz\u00e1cia odpo\u010dinku v predp\u00edsan\u00fdch pr\u00edpadoch.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Nedodr\u017eanie t\u00fdchto pravidiel m\u00f4\u017ee vies\u0165 k v\u00fdznamn\u00fdm finan\u010dn\u00fdm sankci\u00e1m. Poru\u0161enie predpisov o pou\u017e\u00edvan\u00ed tachografov alebo soci\u00e1lnych pravidiel (napr. skr\u00e1tenie prest\u00e1vok \u010di odpo\u010dinku alebo nespr\u00e1vne vedenie z\u00e1znamov) m\u00f4\u017ee vies\u0165 k ve\u013emi vysok\u00fdm administrat\u00edvnym pokut\u00e1m, ktor\u00e9 sa m\u00f4\u017eu s\u010d\u00edta\u0165 a dosahova\u0165 nieko\u013eko tis\u00edc eur.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Dopravcovia s dod\u00e1vkami: ste pripraven\u00ed?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dopravcovia prev\u00e1dzkuj\u00faci dod\u00e1vky dnes prech\u00e1dzaj\u00fa podobnou transform\u00e1ciou, ak\u00fa ich kolegovia s flotilami kami\u00f3nov za\u017eili v posledn\u00fdch dvoch rokoch. Ot\u00e1zkou je: s\u00fa pripraven\u00ed?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Logistick\u00ed odborn\u00edci v Po\u013esku \u2013 jednej z najv\u00e4\u010d\u0161\u00edch dopravn\u00fdch ve\u013emoc\u00ed Eur\u00f3py \u2013 u\u017e v polovici minul\u00e9ho roka upozor\u0148ovali na vysok\u00e9 n\u00e1klady tachografov a ich in\u0161tal\u00e1cie. T\u00e1 m\u00f4\u017ee st\u00e1\u0165 3 500 a\u017e 4 700 EUR na vozidlo. V kombin\u00e1cii s \u010fal\u0161\u00edmi n\u00e1kladmi (softv\u00e9r, \u0161kolenie zamestnancov a pod.) a obmedzen\u00edm pracovn\u00e9ho \u010dasu vodi\u010dov to m\u00f4\u017ee v\u00e1\u017ene ohrozi\u0165 ziskovos\u0165 najm\u00e4 men\u0161\u00edch firiem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pravdou je, \u017ee dopravn\u00fd sektor \u010dasto nereaguje pr\u00edli\u0161 r\u00fdchlo. Firmy \u010dasto \u010dakaj\u00fa na posledn\u00fa chv\u00ed\u013eu, odkladaj\u00fa in\u0161tal\u00e1ciu zariadenia a spoliehaj\u00fa sa na to, \u017ee \u00farady odlo\u017eia vym\u00e1hanie pravidiel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Napr\u00edklad v apr\u00edli 2024 \u0161panielska asoci\u00e1cia Fenadismer uviedla, \u017ee iba 10 % autobusov a n\u00e1kladn\u00fdch vozidiel, ktor\u00e9 mali prejs\u0165 na tachograf G2V2, t\u00fato povinnos\u0165 splnilo \u2014 hoci do pln\u00e9ho vym\u00e1hania zost\u00e1val pribli\u017ene rok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0160panielsko samozrejme nebolo v\u00fdnimkou.\nProbl\u00e9my a oneskorenia sa objavili vo v\u00e4\u010d\u0161ine eur\u00f3pskych kraj\u00edn. Dopravcovia pritom neboli jedin\u00ed, kto za to mohol \u2013 dod\u00e1vatelia bojovali s nedostatkom komponentov a \u0161t\u00e1ty nemali dostatok autorizovan\u00fdch servisov. Profesijn\u00e9 zdru\u017eenie preto opakovane vyz\u00fdvala k odkladu implement\u00e1cie. Nakoniec k tomu skuto\u010dne do\u0161lo. Po prechodnom obdob\u00ed za\u010dalo sankcionovanie vozidiel bez tachografu G2V2 a\u017e v marci minul\u00e9ho roku. Pokuty dosahovali nieko\u013eko tis\u00edc eur av niektor\u00fdch pr\u00edpadoch firmy dokonca do\u010dasne pri\u0161li o svoje kami\u00f3ny. Napr\u00edklad \u010desk\u00e1 spolo\u010dnos\u0165 mala probl\u00e9m u Dr\u00e1\u017e\u010fan hne\u010f v prv\u00fdch d\u0148och kontroly - okrem pokuty 1 500 \u20ac (za nevymenen\u00fd tachograf prvej gener\u00e1cie) musel kami\u00f3n zosta\u0165 odstaven\u00fd a \u010daka\u0165 na in\u0161tal\u00e1ciu. A \u010dakacia listina bola dlh\u00e1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pokia\u013e ide o dopravcov s dod\u00e1vkami, situ\u00e1cia sa aspo\u0148 verejne zd\u00e1 o nie\u010do pokojnej\u0161ia. Od za\u010diatku roku 2026 zatia\u013e nevid\u00edme pr\u00edli\u0161 hlasn\u00e9 protesty proti povinnosti, ktor\u00e1 ich \u010dak\u00e1 u\u017e za nieko\u013eko mesiacov.
